The Scottish Government has opened a tender for administrative services covering its shared equity home ownership schemes and related aftercare. The contract is estimated at £40m and covers application processing, customer support, property transactions and systems management for the Open Market Shared Equity Scheme, First Homes Fund and legacy portfolios. Bidders have until 11 September 2026 to respond.
The Scottish Government is seeking a single provider to manage the full lifecycle of its shared equity home ownership programmes, from initial application through to property transactions and customer support.
The contract covers administration of the Open Market Shared Equity Scheme and First Homes Fund, together with aftercare services for homeowners across Scotland where the Government retains an equity stake. This includes handling scheme applications, processing conveyancing funds, managing property sales, remortgage applications and other transactions governed by scheme procedures.
Services span application processing, customer-facing support via telephone, email and online channels, case management systems, contract management and reporting. The provider will also manage transition from the current supplier and mobilisation of the new service. The Scottish Government notes the contract is demand-led, meaning no minimum spend is guaranteed over the term.
