The Health Service Executive (HSE) is establishing a multi-supplier panel to handle a broad range of independent reviews across the Irish health system. The framework, worth an estimated €7.8m, covers reviews of safety incidents, investigations into complaints, and service reviews of governance, quality, safety, risk and audit.

A multi-supplier panel allows the HSE to appoint several providers and call off work from them as reviews arise, rather than running separate procurements each time a review is needed. This approach is standard in public health systems managing varied, episodic demand for specialist investigation services.

The framework was published on 2 July 2026. Suppliers already appointed to the panel can begin taking on work immediately. The HSE may issue further call-offs under this agreement over its lifetime, with individual projects drawn from the panel as governance or safety issues emerge.
