Wicklow County Council is running a competitive tender for a term maintenance framework spanning five geographic lots across its county, with an estimated value of €40m.

The framework is open to all local builders, with deliberately lowered entry barriers for startups. The council has reduced turnover and project experience requirements in line with OGP guidance, signalling an intent to widen the supply base beyond established contractors.

The five lots divide the work geographically: Arklow, Wicklow, Baltinglass, Bray and Greystones. Contractors can bid for one or more lots depending on their capacity and local presence.

This is a framework arrangement, a common procurement device in Ireland and the UK. Once appointed, framework suppliers are called off over the contract term to carry out planned maintenance and refurbishment. The framework itself is not a purchase order; specific jobs are commissioned through call-offs as the council's needs arise.

Respective bidders must submit responses by 9 September 2026. The published notice carries no award date, suggesting this is an open call to establish the framework panel.
