Liverpool City Council is establishing a framework worth up to £32m to secure infrastructure and services for Culture Liverpool's events programme. The framework spans 18 lots covering power hire, barriers, medical services, security, staging, pyrotechnics and logistics support. Bidders have until 9 October 2026 to respond.
Liverpool City Council is building a comprehensive events infrastructure framework spanning 18 separate service areas to support Culture Liverpool's major outdoor events and cultural calendar.
The framework, estimated at £32m across all lots, allows the council to pre-qualify suppliers and call off services as needed for individual events. Lots range from £1m to £3m in value. The largest single lot is Event Security and Stewarding Services at £3m, while the smallest are Event Screen Hire and Event Catering Services, each valued at £1m.
The 18 lots cover the full operating stack for major events: power generation, crowd barriers and fencing, site production and support, medical provision, portable cabins, toilets, audio-visual and lighting, traffic management infrastructure and stewarding, security personnel, temporary roads and walkways, marquees, safety management, hostile vehicle mitigation, staging, screens, catering and pyrotechnics.
Framework arrangements allow suppliers to be appointed now for call-off over the contract period, rather than the council running a fresh tender for each event. Suppliers can bid for individual lots or multiple lots across the framework.
