Ireland has launched a multi-supplier framework agreement to manage facilities at accommodation centres housing people fleeing the war in Ukraine and applicants seeking international protection.

The Department of Children, Equality, Disability, Integration and Youth is running the procurement under a framework model, meaning multiple suppliers can be appointed to deliver services across different sites or lots, with call-offs made as demand arises. The arrangement is estimated at €160m.

Services covered include Multi Supplier Framework Agreement for the provision of Facilities Management and Ancillary Services (e.g., Housekeeping/Cleaning, Catering, Security and Supervision, Maintenance) for accommodation centres for persons fleeing the war in Ukraine and/or international protection applicants. The framework structure allows the department to draw on multiple providers rather than a single contractor, spreading capacity and potentially improving competition on individual call-offs.

Suppliers appointed to the framework will be able to bid on specific work packages as the department issues them. The notice was published on 5 August 2026.
