The Health Service Executive (HSE) has established a multi-party framework agreement for design team services to support major capital works across its Dublin and South East region. The framework covers projects with values between €50m and €400m excluding VAT and is structured to provide employer's representative services.
The regional remit covers South-East Dublin, Carlow, Kilkenny, South Tipperary, Waterford, Wexford and most areas of Wicklow. Two hospitals are excluded from the scope: St Vincent's University Hospital and St Michael's Hospital.
A framework agreement allows the HSE to appoint multiple service providers from which it can call off work as projects arise, rather than running separate competitive tenders for each commission. This structure suits long-term capital planning where demand is known but timing varies.
Suppliers appointed to the framework can expect call-offs for employer's representative roles on schemes in the HSE's capital pipeline. The framework was published on 15 July 2026.
