The framework divides into four lots: three area-based contracts for works orders valued up to £750k each, covering west, east-south and north regions respectively, plus a projects lot for larger NEC ECC contracts valued between £750,001 and £5m. Work ranges from full demolition and bridge maintenance to culvert upgrades, scour protection, brickwork and temporary works around railways and live traffic.
Framework contracts allow the buyer to issue call-off orders as needs arise rather than awarding one fixed project upfront. If DfI cannot replace the framework when it expires, call-offs can extend for up to 12 additional months, raising the cumulative value to £71.25m (ex VAT).
The tender ran under open procedure rules, with bids closing at 14:00 on 8 July 2026 via the Find a Tender service. Contractors working on the Northern Ireland Railways network will need £100,000,000 public liability insurance; all bidders must be capable of traffic management on live public roads.
