Multi-party framework agreement for Energy Performance Contracts
Codema is opening a framework agreement for Energy Performance Contracts covering four Dublin local authorities, with an estimated value of €22m. Under an EPC model, the successful supplier on each project guarantees specific energy savings and return on investment to the relevant council, shifting performance risk to the contractor rather than the public body.
The framework applies to Dublin City Council, Fingal County Council, Dun-Laoghaire-Rathdown County Council, and South Dublin County Council. Call-off contracts from the framework will be agreed directly between each council and the appointed framework member, allowing the authorities to procure energy services as needs arise without running separate tenders.
A framework agreement establishes a pool of pre-qualified suppliers; the buyer can then call off individual projects at agreed rates and terms, rather than repeating the full procurement process each time. This structure lets the Dublin councils move quickly on energy retrofit and efficiency projects while the contractor carries the guarantee of delivered savings.
Suppliers wishing to join the framework can respond to the tender notice. Once the framework is established, the councils will use call-off contracts to appoint suppliers to specific projects, with each council contracting directly with its chosen provider.
